WTF, Bush administration?

The Bush administration said Wednesday night that it would deny California’s bid to set stricter vehicle emissions standards than federal law required as part of the state’s efforts to fight climate change.

The bill, which passed on a bipartisan vote of 314 to 100, sets higher fuel economy standards for cars and light trucks for the first time in 22 years and requires the annual production of 36 billion gallons of renewable fuels by 2022, a fivefold increase from current ethanol production levels.

So, in other words, Bush says both ‘yes’ and ‘no’ to improving emissions of vehicles.
Yes, I know there’s some subtlety here in the Federal vs. State emissions standards, but with such broad support from the House & Senate, why does the EPA feel the need to clamp down on even tighter emissions regulations? I really think that California should ignore the federal government in this case and just implement their own laws and standards. Thats what autonomy is about, right?
